In 21 states (and D.C.), it is against the law for all drivers to use handheld phones while operating a vehicle, according to the FCC. Moreover, 20 states have passed laws that prevent school bus drivers from using their phones while on the road. With respect to inexperienced drivers, all phone use on the road is against the law in 39 states and D.C. As a result, some drivers do not realize that phone activity which is legally permitted in one state is against the law after crossing state lines.
